Austin Bay on Iraq and property-rights

It's pretty interesting, yet I think a little too hopeful about Iraqi courts' capability of upholding the rule of law. Courts can uphold laws all they want, but death-squads will still have the capability of enforcing their idea of "instant justice" (uhh, move out or we kill you).
